Planning Consent Secured at Carpenters Place, Clapham

We are pleased to announce that delegated planning consent has been granted for the redevelopment of a constrained industrial site at Carpenters Place, Clapham.

The approved scheme allows for the demolition of the existing vacant industrial unit and the erection of a new mixed-use development comprising commercial space at ground floor level, with seven high-quality residential apartments arranged across three storeys above.

The site presented a number of challenges due to its tight urban context and proximity to established residential properties. In response, the scheme has been sympathetically designed following detailed pre-application discussions, resulting in a carefully considered layout, scale and massing that respects the surrounding context and neighbouring amenity.

The design responds positively to local character and delivers a high standard of architecture that will significantly enhance the visual appearance of the site and the wider streetscene. Particular attention has been given to the impact on nearby residents, with the final proposals demonstrating that the development is both suitable and deliverable without unacceptable harm to residential amenity.

The development is located in a highly sustainable area, with excellent access to public transport, services and local facilities. As a previously developed site within an established urban location, it represents an efficient and sustainable opportunity to deliver a mix of residential dwellings.

The scheme will contribute to meeting Lambeth Council’s housing requirements and aligns with wider London and national planning policy objectives, supporting the delivery of high-quality homes while making effective use of brownfield land.

Poppleton Close, Coventry

Retrospective change of use of three HMOs in Coventry on behalf of Barratt Homes.

Claremont Planning were retained by Barratt Homes to prepare full planning applications in response to enforcement action taken by Coventry City Council against unconstended HMO use at three properties; 83, 84 and 89 Poppleton Close. Following the applications refusal, Barratt Homes instructed Claremont to prepare three Written Representation appeals for each property.

The appeals submitted by Claremont contended that the Council’s refusal reasons were unfounded. It highlighted that the impact on highways was not appropriately identified as the residents were students and accessed University campus by bike or foot. It was established that the properties were within walking distance of the city centre and that existing arrangement of parking provision was adequate. It was also considered that the perceived adverse impacts to residential amenity due to the HMO use was inappropriately based, as the property was built with 6-bedrooms and so designed to be occupied by at least 6 persons.

The three submitted appeals were allowed by Chris Couper, Planning Inspector, with all grounds for appeal concurred with; “[…] I am satisfied that the use of the property as a Sui Generis HMO has not resulted in significant harm to the convenience and safety of highway users, or material harm to nearby occupiers’ living conditions.”
