Katherine Else - MRTPI - Managing Director
Experience in both private and public sector
Katherine has twenty years of experience in both private and public sector planning fields, with a specific focus since starting Claremont Plan of advising upon strategic promotion opportunities. Her experience of preparing applications that successfully address planning policy requirements and negotiating planning consents is well-established across a wide scope of development types.
Katherine is able to provide expert witness testimony and written evidence for a wide range of developments, alongside attendance at Local Plan Examination. In terms of supporting documents for planning applications, Katherine is able to lead Environmental Impact Assessment applications and prepare Environmental Statements for major developments, as well as undertake development potential assessments, Planning Policy Statements, Green Belt Purpose Reviews, Housing Land Supply Assessments as well as preparation of Retail Impact Assessments.
Eleanor Lovett - MRTPI - Associate Director
Experience in private sector consultancies
Eleanor is a Chartered Town Planner with over 12 years’ experience in private sector consultancies. During that time, she has gained a wide range of experience working on projects to deliver large-scale residential, retail, commercial, and institutional developments. She has experience of dealing with complex planning issues including housing delivery, the need for specialist housing, Green Belt review, retail store delivery and EIA development; as well as advertising consents and other development control matters.
Clients that Eleanor has worked with include a range of public and private sector organisations: housebuilders, national retailers, care home providers, affordable housing providers, land promoters and Government bodies from across the UK. She has a particular interest in strategic promotion of sites for large-scale development through local plans, as well as assisting with the subsequent preparation of planning applications and appeals for such schemes. Her experience includes promoting sites for landowners, land promoters and housebuilders; overseeing the progress of site from promotion to allocation, to outline permission and securing detailed consents that can ensure delivery.
Whilst at Claremont Planning, Eleanor has assisted in the promotion of land through the Local Plan process, including representing landowners, promoters and national housebuilders at Local Plan Examination hearings and participating in Mineral & Waste Plans. She has prepared applications for redevelopment of sites in the Green Belt, produced Environmental Statement Chapters for an EIA residential development, as well as regularly preparing application documentation for full applications and reserved matters submissions.
Eleanor is also adept at housing supply calculations and has undertaken reviews of housing land supply for various authorities to provide a regional perspective. This has enabled strategic advice to be provided to clients at a regional level alongside the implications of the Housing Delivery Test in relation to under-performing authorities.
Victoria Morrison - MRTPI - Principal Planner
Experience in housing supply assessments
Victoria Morrison joined Claremont in August 2019 whilst completing her MA degree at the University of Birmingham.
Having obtained a First Class distinction in her degree, Victoria rose to Consultant level and utilised her impressive negotiation and policy interpretation skills to achieve a range of planning consents. Victoria secured her MRTPI chartership in March 2023 and is now working as a Principal Planner.
Victoria’s understanding of policy requirements has positively influenced the consideration of major development schemes; whilst her increasing experience in housing supply assessments has identified a specific skill-set that is able to demonstrate the failure of emerging Local Plans as well as deficient housing supplies.
Amelia Cary - MRTPI - Senior Planner
Expertise in preparing a range of technical reports and supporting documents
Amelia is a Chartered Town Planner with experience gained across a range of planning projects since joining Claremont in July 2022. She works on a variety of schemes including residential, commercial, and mixed-use developments, supporting clients through all stages of the planning process from initial appraisal through to application and appeal.
Amelia completed her MSc in Planning at the University of Birmingham, and received the RTPI West Midlands Student Award 2022 with recognition for her academic research and contribution to the University of Birmingham Planning Society.
Since joining Claremont, Amelia has developed her expertise in preparing a range of technical reports and supporting documents such as Planning Statements, Design and Access Statements, Sequential Assessments, and Appeal Statements of Case. She has contributed to a range of projects involving Green Belt release, housing delivery, and site promotion, and regularly assists in the coordination of consultant teams and stakeholder engagement.
Amelia achieved her MRTPI chartership in March 2025 and was subsequently promoted to Senior Planner, reflecting her technical knowledge, professional competence, and commitment to delivering high-quality planning advice to clients.
Isabelle Rayment - Assistant Planner
Working alongside the team on preparing planning appraisals and planning statements for projects
Isabelle joined Claremont in October 2025 while completing her MSc in Urban and Regional Planning at the University of Birmingham. As an Assistant Planner, she works alongside the team on preparing planning appraisals and planning statements for projects across all sectors, gaining experience and supporting the delivery of a range of schemes. She has also been involved in a number of projects across Greater London, including the redevelopment of brownfield sites and the promotion of Grey Belt opportunities.
