A successful outline application for 50 dwellings located within a Local Gap designation on the outskirts of Southampton on behalf of Southern & Regional Developments Ltd.

 

 

Retained by Southern & Regional Developments, Claremont Planning sought to achieve outline planning permission at a site in Boorley Green, Eastleigh near the city of Southampton. The scheme, for the erection of 50 dwellings formed part of a wider comprehensive development area for the construction of an overall number of 100 dwellings. Historically, the site presented a cohesive development area under an agreement with the controllers of the adjacent land parcel, Welbeck Land. However, due to diverging timescales, Claremont Planning were engaged to justify the site under control of Southern & Regional Developments to come forward separately, whilst maintaining a comprehensive approach to development.

 

 

Demonstrating cohesiveness was a significant factor in justifying the principal of development and this was shown through a masterplan that robustly acknowledged the neighbouring site coming forward independently. Furthermore, the location of the development site was recognised as deviating from the Development Plan. Located in the emerging “Local Gap” policy designation, the application demonstrated that it would not result in substantial harm to this emerging policy and that the benefits of housing delivery significantly and demonstrably outweighed the perceived resultant harm of the development proposal.

 

 

This strategy promoted by Claremont Planning utilised the poor housing supply position of the Council and that on this basis, the proposal demonstrated sustainable development against the provisions of “presumption in favour of sustainable development” as outlined in the National Planning Policy Framework.The strategy adopted by Claremont Planning was successful in achieving consent for the client, with planning permission issued on the scheme by Eastleigh Borough Council on 29 March 2018.
